Windows 8.1 RTM officially available for download on MSDN and TechNet -
When Microsoft officially announced the completion of the development of Windows 8.1, the company noted that the MSDN and TechNet subscribers will have to wait until October 18 to get access to the new OS. For us it was large and unpopular , because so far paid users get priority access to a variety of products Microsoft.
In Redmond heard outrage users and changed their minds. As reported today in the company, they go back to the old policies : MSDN and TechNet customers will get early access to Windows 8.1 for testing and development. For users of these distributions systems Windows 8.1 and Windows Server 2012 R2 is now available for download , while the corporate owners of mass licenses will have access to Windows 8.1 and Windows Server 2012 R2 at the end of September. In this case, the company warned that the web services to the needs of users Windows 8.1 is not yet fully ready , and early users will not immediately take advantage of the new OS.
In addition to this , Microsoft also will make available and the Release Candidate of Visual Studio 2013 , which will be significant emphasis on creating cloud and web applications .
At the moment the official download Windows 8.1 may only developers and IT- specialists services MSDN and TechNet on the links at the end. Regular users will be able to download Windows 8.1 since Oct. 17 with a new computer or upgrade to Windows XP, Windows Vista or Windows 7 , download the distribution of the Net.
